CSP was created in 2008 in response to increased market demand for frac sand, used oil and natural gas procurement. Chippewa Falls, WI was chosen for the plant site and its headquarters due to its close proximity to multiple high-grade sandstone reserves. Chippewa Falls' excellent workforce, as well as its access to two L1 railroad lines also influenced the decision to launch operations here.

The land for the site was purchased in 2008, and initial clearing of the lot and surveying began in fall of that year. The final permitting was obtained in July of 2009, and initial construction is planned for spring of 2010.
